| Guidance concerning archives management |

The department of “Supervision, Reporting and Coordination of Collection and Selection” provides a link between the experts working within the various departments of the State Archives and persons wishing to receive information or advice concerning archive administration. It issues reports and guidance concerning the long-term management and preservation of archives, taking into account the institutional and administrative context in Belgium, as well as economic and budgetary requirements and related issues. It offers guidance concerning the construction/housing of archive deposits and organisation of archive management within the public authorities. The department will be particularly happy to answer any questions that you may have concerning the design of archive facilities, equipment, national and international standards concerning buildings and other materials for the long-term preservation of archives, disaster prevention (particularly fire and floods), the administrative organisation of an archive service, the most appropriate method of relocating your archives, digitisation of archives originally stored on conventional resources, preservation of digital data, calculation of investment and running costs. Directives and guidelines intended for public services: This information currently presented in the form of printed brochures is gradually being updated and put on-line to facilitate consultation by the archive-producing services and professional archivists. Records schedules for archives: These systematic and methodical statements concerning archives produced and received by an authority indicate the final destination that will be assigned to the documents if these documents no longer serve an administrative purpose. In other words, they indicate whether the documents may be destroyed or if they must be preserved on a permanent basis and transferred to the State Archives. These tables represent a basic tool for the information and records management, as they allow the public services to establish rational system for archive management, measuring the volume of the archives, ensuring regular streamlining and assessing which resources are required for the preservation of documents that cannot be destroyed. The records schedules approved by the National Archivist will be published on the website of the State Archives and regularly updated. We also help the authorities to design management tables for their archives, records management tools that are even more comprehensive than the records schedules, as these are systematic tables that indicate categories of documents produced and received, which determine the regulations concerning their treatment, conservation and communication from the point when they are created, throughout their life cycle, before and after their period of conversation has expired. In the medium term, we plan to develop thematic guidance booklets, which will cover a field wider than that of the directives/guidelines, aimed at document management specialists in general, including archivists and librarians, both in the public domain and the private sector. Course modules aimed primarily at staff working for authorities responsible for managing archives of public services. Various training modules, from half-day awareness-raising courses to more extensive training lasting for several days including a practical placement, have been introduced over the last few years. It is currently being decided to what extent our programmes need to be reviewed so that they fulfil the requirements of the Copernicus federal administration reform more effectively. In the medium term, the department plans to negotiate with the “SPF Personnel et Organisation” (Federal Public Service for Personnel and Organisation) and the “Institut de Formation de l'Administration fédérale (IFA)” (Training Institute for Federal Administration) concerning the creation of accredited training courses in archivism and document management. It will also endeavour to create partnerships with the “Vlaamse Vereniging voor Bibliotheek, Archief- en Documentatiewezen” (VVBAD) (Flemish Association for Libraries, Archives and Documentation Centres), the “Association des Archivistes francophones de Belgique” (AAFB) (Association of French-speaking Archivists in Belgium), eDAVID, the Dutch Archiefschool, training departments in librarianship at the Belgian universities, etc. Our training courses may also include service staff from private archive services, subject to payment of the appropriate fees.
